Reporting to the Chief Executive Officer, Rush University Medical Center, the CEO of Rush Oak Park Hospital ensures that patient care is delivered in an accountable, effective organization through an emphasis on quality, efficiency, and best practices. The CEO prepares and executes an operational and financial strategic plan for a $500M organization and carries out the ROPH mission, vision, and values and ensures ongoing viability of the hospital. The CEO leads improvement efforts develops new systems of accountability across all clinical operations and helps mold leaders into an effective team focused on delivering outstanding clinical services to ROPH patients.

In addition to the responsibilities as CEO, ideally this leader will also assume responsibilities as the Chief Medical Officer for ROPH. This position will play an integral role in the organization's plans for continued growth and clinical excellence, furthering the development of high-reliability patient care using evidence-based approaches, and where available, to identify and implement best practices. The role is also responsible for assuring a collaborative partnership with the academic, medical practice, and corporate programs at ROPH, RUMC and the Rush System for Health in ways that demonstrate support for the corporation's mission and vision. The CEO partners closely with the Dean of Rush Medical College, CEOs and CMOs at other Rush University System for Health hospitals, and Medical Director of Rush Health.

The position models the Rush values, acts in accordance with Rush policies and procedures, and holds others accountable for meeting standards which may be informed by industry best practices, or may be regulatory in nature.

Job Responsibilities:

The executive is expected to implement improvement efforts, develop new systems of accountability across operations, and guide an effective team of operational leaders under his/her direction to focus on delivering outstanding operational services to the Rush University System for Health community. Through emphasis on quality, efficiency, and best practices, the position ensures that operational services are delivered within a "best-in-class" culture by an accountable, effective integrated organization. With the aim to extend to the overall Rush University System for Health reach; this position is also responsible for surfacing and activating suitable external business opportunities.

Provides overall leadership and direction for the hospital.

Responsible to the Board for the organization, operations and management of ROPH in accordance with policies established by the Board and subject to direction of the Board.

Ensures compliance with all local, state, and federal regulations.

Regularly reviews organizational performance in all key strategic areas including operational and financial outcomes.

Provides leadership to develop and periodically review the mission, objectives, and strategic plan of ROPH.

Establishes the strategic direction/goals for the hospital including a plan for execution.

Assesses the management, organizational structure, and staff, determining the best ways to build systems of accountability and decision-making that will enable ROPH to meet its financial and clinical goals.

Ensures appropriate structures and systems for the development, review, and recommendation of new programs, program expansions, or changes.

Integrates and coordinates all clinical operations across ROPH, focusing on teamwork and accountability.

Meets or exceeds the established targets for financial performance, patient satisfaction, quality and patient safety, and clinical growth.

Selects, develops, mentors, and enhances the hospital management team and team performance.

Presents periodic reports to the ROPH Board of Directors.

Advocates and communicates Rush's contributions and benefits to the community.

Communicates with related healthcare agencies to promote coordination and/or planning of local healthcare services.

Represents RUMC and ROPH to professional organizations, government agencies, the community, and other external organizations.

Assess and further develop the management, organizational structure and personnel in operations, determining the best ways to build systems of accountability and decision-making that will enable ROPH to achieve its financial and operational goals.

Responsible for the development, implementation and evaluation of patient safety measures.

Improve quality of healthcare (measured by indicators such as mortality rates and re-admissions rates) to ensure effective hospital functioning.

Develop hospital policies and procedures, regularly review policies and procedures, and revise as and when necessary.

Foster an environment conducive to the recruitment of quality healthcare staff. In particular, the CEO is responsible for recruiting effective leaders for senior management positions within the hospital.

Provides leadership for the design, implementation, and management of an effective and on-going program to monitor, evaluate, and improve the quality, safety, effectiveness, and efficiency of care delivered to patients in the hospital, hospital-sponsored ambulatory care sites, or other related operations of the institution.

Responsible for quality and safety initiatives including performance improvement teams, national patient safety goals, sentinel event reporting, and quality data reporting for all external agencies and the integration of such initiatives with Medical Staff committees and clinical departments.

Responsible for Medical Staff peer review activities including credentialing and privileging, Medical Staff Peer Review Committee review of incident reports, issues of concern regarding Medical Staff member behavior and performance, and management of Medical Staff disciplinary actions including reporting responsibility to the Medical Board of Illinois and the National Practitioner Data Bank. Oversees implementation of Medical Staff Bylaws, Rules and Regulations, and Medical Staff Administrative Policies.

Oversees licensure and accreditation functions including, Center for Medicare and Medicaid Services (CMS), Illinois Department of Public Health (IDPH), The Joint Commission (TJC), and multiple other agencies responsible for accreditation and licensing of individual programs, laboratories, and services.

Reports regularly to Quality Committee of the ROPH Board, and Medical Staff Executive Committee on issues related to quality and patient safety issues, compliance, accreditation and regulation, and performance improvement initiatives.

Provides leadership for the Hospital's staff regarding the development and interpretation of medical policy, evidence-based practice, and clinical investigation, assuring the integration of findings into the policies and procedures governing the provision of services and care at ROPH.

Responsible for the direction and management of the Rush Oak Park Physicians Group and the employed ER physicians

Knowledge, Skills, and Abilities

Master's degree in Health Administration, Public Health or medical degree required.

10-15 years of experience in progressive hospital operations leadership positions including academic medical center experience.

Considerable knowledge of and experience with academic physician group practices would be a plus.

Track record of outstanding medical staff relationships with a mixture of employed and private practice physicians.

Experience in a major urban competitive environment.

Excellent mentor, listener, and communicator with an open door policy.

Possesses a high level of integrity and ethics.

Strives to create a collegial culture environment that welcomes and embraces diversity.

Ability to form productive and meaningful partnerships and networks that promote Rush and participation in communities.

Experience in a leadership role overseeing HR and Finance functions is strongly preferred.

Expertise in process improvement techniques, financial management, clinical operations and oversight of a large and complex physical infrastructure. Demonstrated experience in translating data into performance improvement.

Assures appropriate resource control by preparing, directing, and monitoring operating budgets that facilitate the appropriate and effective allocation of human and material resources. Ensures the projection of staffing needs reflect census and acuity trends.

Experience with incorporating Lean and high reliability systems to drive process improvement and overall operating performance.

Experience in leading or participating in a significant transformation of an organization's culture and approach.

Superb communication and listening skills and the ability to lead others to work collaboratively toward achieving shared goals.

Extensive knowledge in several specialized clinical disciplines in an academic setting.

Knowledgeable of federal and state health regulations and standards emanating from Medicare, Medicaid, third party payers, and other external agencies. Familiar with regulatory compliance requirements of a physician practice.

Experience in designing physician compensation systems and familiarity with budgeting, contracting, and reward systems.

Collaborative leader; able to understand the big picture and to implement solutions for the good of the healthcare system. Forward-thinking; seeks opportunities for improvement.

Understands healthcare reform; able to devise systems to change behavior, and encourage collaboration.

Self-confident, proactive change agent with a demonstrated ability to effectively and sensitively help organizations evolve their cultures to achieve high performance.

Demonstrated record of working collaboratively across the clinical and academic missions of an academic medical center.
